Inquiry to publish second report, Module 2 ‘Core UK decision-making and political governance’, November 2025

The UK Covid-19 Inquiry will publish its second report and recommendations in November 2025, which concludes its investigation into ‘Core UK decision-making and political governance (Module 2)’ during the pandemic.

The report will be published on the Inquiry website at 4pm on Thursday 20 November. The Chair of the Inquiry, Baroness Heather Hallett, will present her recommendations in a video statement on the Inquiry’s YouTube channel soon after.

Public hearings for the Module 2 investigation – including Modules 2A (Scotland), 2B (Wales) and 2C (Northern Ireland) – were held in London, Edinburgh, Cardiff and Belfast between October 2023 and May 2024. The Chair heard evidence from witnesses including serving and former Prime and First Ministers as well as other senior politicians, scientists, experts, government advisers and civil servants. 

The UK Covid-19 Inquiry is split into 10 different investigations – or ‘Modules’ – which examine different parts of the UK’s preparedness for and response to the pandemic and its impact. The report on the first module, Resilience and Preparedness, was published on 18 July 2024. By the end of this year the Inquiry will have completed hearings in nine of the ten investigations. 

The next scheduled public hearings will be for Module 8 – ‘Children and Young People’. The Inquiry plans to hear evidence for this investigation in London from Monday 29 September 2025 to Thursday 23 October 2025. The Chair aims to finish public hearings in early March 2026. The Inquiry’s next report, into ‘Healthcare systems’ (Module 3) will be published in the Spring, shortly followed by its report into ‘Vaccines and therapeutics’ (Module 4).
