The Inquiry held a four-week public consultation on its draft Terms of Reference in the Spring, giving people the chance to have their say on how the Inquiry should go about its work. 

The public consultation closed on 7 April 2022. During the consultation, the Inquiry team met over 150 bereaved families across the UK, and representatives from many different sectors such as charities, unions, faith groups, education and healthcare. In total we received over 20,000 responses.

We would like to thank everyone who participated in the consultation. We have analysed the responses provided by people and organisations across the UK. The feedback you have given has shaped Inquiry Chair Baroness Hallett’s recommendations to the Prime Minister on the final Terms of Reference, which will set the topics of the Inquiry’s investigations into the UK’s pandemic response.

What are the next steps now the consultation has concluded?

Now the Inquiry has concluded the public consultation and reviewed the responses,  Baroness Hallett has sent the Prime Minister her recommended changes to the Terms of Reference. Finalising the draft Terms of Reference is a matter for the Prime Minister.

When will the Terms of Reference be finalised?

Finalising the draft Terms of Reference is a matter for the Prime Minister, once he has received recommendations from the Inquiry. 

How will the Inquiry keep the public updated on what the next steps are/what the Inquiry is doing?

The Inquiry will publish news and updates on its website and Twitter.

Will the Inquiry expand/change its Terms of Reference after they have been formally agreed?

The Terms of Reference are set by the Prime Minister and once agreed will set the topics for the Inquiry. The Inquiry has no power to change them.

How long will the Inquiry take?

We consulted on whether we should set an end date for the hearings. We will update the website on timelines in the coming months.

When will the hearings start?

The Inquiry will begin requesting written evidence from government and other bodies soon after the Terms of Reference are finalised. Public hearings are expected to start in 2023.
